  • Shenandoah University Launches Undergraduate Certificate Program to Meet Air Traffic Control Staffing Challenge

FAA-certified program and UFA simulator technology provide students with accelerated training and career path WINCHESTER, Va. — Shenandoah University has added an Undergraduate Certificate in Air Traffic Control to its growing list of academic offerings to help fill a national deficit of air traffic controllers. Students began taking the initial class for the undergraduate certificate, ATC-101, in Fall 2026, and Shenandoah is anticipating the program’s full launch in Spring 2027. “The air traffic controller shortage is real, and it’s serious,” said Shenandoah University Director of Aviation Studies Tony LaRosa, M.S., a former air traffic control specialist at the Federal Aviation Administration. “I’m proud that Shenandoah is stepping up to prepare students to meet the challenge. The new certificate program will be five courses over two years, and it will give students the credentials needed for the actual career of an air traffic controller.” The FAA announced on Sept. 17 that Shenandoah University has joined the FAA’s Enhanced Air Traffic Collegiate Training Initiative (AT-CTI), which expedites students’ paths to becoming certified air traffic controllers. Students who complete Shenandoah’s air traffic control program can bypass the FAA Academy in Oklahoma City and move straight into on-site facility training in FAA air traffic control towers. Shenandoah is the first school in Virginia – and the 13th in the country – to become an Enhanced AT-CTI certified program. “At Shenandoah University, we are committed to offering innovative, career-focused programs that directly address critical workforce needs and prepare our students to lead in high-demand fields,” said Shenandoah University Provost Karen Abraham, Ph.D. “Becoming Virginia’s first FAA Enhanced AT-CTI program reflects our dedication to academic excellence and our proactive approach to equipping students with the real-world skills and credentials needed to safeguard our nation's skies.” “I’m thrilled to congratulate Shenandoah University on becoming the latest school to join the Enhanced Air Traffic – Collegiate Training Initiative and to welcome this program to Virginia,” said U.S. Sen. Mark Warner (Virginia). “This federal initiative is helping build a strong pipeline of talented air traffic controllers, strengthen our nation’s aviation workforce, and most importantly, continue the vital work of keeping the traveling public safe. Educating the next generation of air traffic controllers is an important part of keeping our nation’s skies safe and reliable.” To qualify for Enhanced AT-CTI certification, Shenandoah invested in a state-of-the-art simulator system from UFA, a U.S.-owned company that provides training solutions for air navigation service providers, military organizations, and top collegiate programs around the world. The new air traffic simulators will be used by instructors to help students practice skills in typical traffic as well as emergency scenarios that cannot be replicated without risk. “The key to training future controllers is the simulators,” said LaRosa. “Our students need the most realistic simulation possible so they can ensure safety on day one. And in a profession like air traffic, which is fundamentally about communication, that means our students need hyper-realistic visuals and voice recognition.” Shenandoah’s simulator system includes proprietary, AI-enabled speech recognition and response technology for realistic air traffic communication practice, as well as an electronic flight strip board; digital event recording and playback for debrief; and a dedicated instructor station for creating, monitoring, and evaluating scenarios. Shenandoah also invested in an innovative digital tabletop, which can display air traffic in blackboard or table mode using the same voice technology, to provide gamified instruction and build team skills. “Our objective was to deliver a turnkey training solution that not only satisfies Enhanced AT-CTI requirements, but also provides students with an authentic operational experience,” said Ron Taylor, former air traffic controller and project manager at UFA. “It’s exciting to see that UFA’s simulators are helping Shenandoah to prepare the next generation of controllers.” ### About Shenandoah University Shenandoah University was established in 1875, and is headquartered at the top of Virginia, in Winchester, Virginia, with additional educational sites in Clarke and Loudoun counties, and online offerings. WOBURN, Mass. -- UFA, Inc., a leader in simulation systems for air traffic management and airport operations training, has announced the release of ATVoice® Enhanced, which introduces AI-enabled features designed to increase the realism and scalability of Air Traffic Control (ATC) simulation training. “ATC, at its core, is about communication," said Maggie MacGregor, Chief Learning Officer of UFA. “Ultimately, controllers must learn effective and efficient communication to build the layers of safety we need.” To address the worldwide controller shortage (a projected deficit of 40,000 controllers by 2030, according to ICAO), training programs must introduce scalable technology to support communication and phraseology instruction. The latest iteration of ATVoice incorporates advanced speech recognition and text-to-speech (TTS) capabilities to provide a more immersive training environment for air traffic controller trainees -- without adding staff. “Highly accurate voice recognition and response software allows trainees to practice phraseology without increasing staff,” said David Wolff, CEO of UFA. “At this moment, UFA’s voice recognition and response has greater than 98% accuracy – and that’s tested in the field, at real-world training facilities." Key enhancements in ATVoice include: AI-Based TTS Voices: Natural sounding, AI-based voice models to better simulate real-world communication dynamics. Dynamic TTS Speech Rate: Adjusts to the controller’s words per minute, enabling more urgent pilot responses during high-traffic situations. Forced Readback Errors: Introduces deliberate errors in headings, altitudes, and runways, including omissions in multi-clearance responses, to test controllers' error detection skills. Response Variants: Allows identical instructions to trigger different realistic responses, enhancing trainees’ ability to handle variability. Incorrect Callsign Handling: Repeated controller error of using the incorrect callsigns drives the automated pilots to question the controller’s clearance intent. “The new features,” Wolff added, “create a highly realistic simulation experience, which ultimately leads to greater proficiency for controllers and greater safety for everyone.” ATVoice is fully integrated with UFA’s suite of products, including ATCoach, ATTower, ATLIVE, ATWorld, and ATSpeak. Its standalone edition also integrates with third-party systems, offering flexibility across various training platforms. • ASU Launches State-of-the-Art Air Traffic Control Simulator Lab

SAN ANGELO, Texas, Feb. 3, 2026 – This month, Air Traffic Operations students at Angelo State University (ASU) will begin training in a newly established simulator lab, developed with UFA, a leading provider of aviation safety solutions. The new lab, which was designed to prepare students for Federal Aviation Administration (FAA) certification, places ASU among an elite group of schools that provide this training. ASU’s Air Traffic Operations program earned ASU designation as an Air Traffic Collegiate Training Initiative (AT-CTI) institution by the FAA in July 2025, a first for a university in Texas. This allows ASU graduates to bypass five weeks of training at the FAA Academy. The program and lab are expected to help fill the critical shortage of air traffic controllers in the U.S. “This program has made a good environment to learn about ATC, especially our simulators. They make learning a hands-on experience which helps you learn faster and better,” said Justin, an ASU student. According to a new report from the Government Accountability Office , the shortage of controllers is partly driven by a lack of access to simulators. The report notes that the lack of access delays training and may contribute to dramatically high “washout rates.” “UFA’s simulators have been a game changer for our students from the very first day of class. The progressive simulators, using ATSpeak, ATLive and ATTower, allow the students to quickly develop the phraseology that is critical to air traffic operations.  Within two to three weeks, students are already demonstrating the skills necessary to start basic realistic ATC scenarios using the ATTower simulator,” said Mark Arzate, lead instructor of ASU’s Air Traffic Operations Program. ASU's lab features an air traffic control tower simulator with a 240-degree field of view of a hyper-realistic airport digital twin, along with voice recognition and response to help students to practice air traffic control communication. “Something that has excited me about the air traffic program is how we learn in the class and lab, and eventually we can get to put it in real life. The ATC simulators are a safe and great way to experience what air traffic control is really like. It's versatile, with many scenarios. Overall, the ATC program is definitely advancing, and I hope to see more people enroll in the future,” said Chaz, an ASU student. The new lab also includes a digital tabletop, where individual students or groups can see and manipulate air traffic scenarios. It also serves as a digital blackboard, enabling instructors to replay exercises for in-depth analysis.   "We couldn't be happier to see how the new software is being used," commented David Wolff, CEO of UFA, Inc. "Angelo State is stepping forward as one of the leading air traffic control programs in the country. That means more qualified controllers and safer air travel for everyone." The first cohort of ASU students from the program is set to graduate in December 2028. “This isn't just a college degree or just a job once I'm done here, it's the ability to confidently and safely get people back on the ground safe and sound,” said Chasten, an ASU student. “The ATO program has prepared me with simulated time, real-life scenarios, and guidance on how to handle certain situations to maintain safe separation. That is what excites me, and it's how I've been prepared for the ATC Job through the ATO program.”   About Angelo State University Angelo State University, located in San Angelo, Texas, offers a Bachelor of Commercial Aviation degree with tracks in Air Traffic Operations, Flight Operations, and Aviation Administration. • U.S. Air Force Partners with Tech Leader UFA to Solve Air Traffic Control Shortage

WOBURN, Mass. -- UFA, Inc., a global leader in aviation safety and training solutions, today announced a partnership with Air Force Special Operations Command (AFSOC) to develop and deploy data analytics tools for Air Traffic Control (ATC) training. The Air Force’s investment in this technology aims to address the critical readiness challenge posed by a shortfall of certified controllers in the Department of the Air Force (DAF).  Funded through a Small Business Innovation Research (SBIR) award, the project introduces integrated data analytics tools that allow ATC trainees to practice independently with automated scoring. The tools also allow instructors to focus training with detailed, targeted, objective performance data.   The DAF has historically been undermanned in ATCs and has faced a high attrition rate. The advanced technology provided by UFA, Inc. is positioned to counter this issue directly, producing DAF mission-ready controllers more efficiently and effectively by replacing subjectivity with objective data. The superior training will help reduce the shortage and enhance global operations support.  “The critical shortage of air traffic controllers is a direct challenge to our national security,” said David Wolff, CEO of UFA. “The problem is often compounded by traditional training methods that have not evolved in decades and rely heavily on subjective, over-the-shoulder observation. ATReview solves this challenge by transforming training from a subjective art into a data-driven science. By providing every trainee and instructor with objective, actionable performance data, we can accelerate the development of highly skilled controllers. We are honored to partner with AFWERX and AFSOC to field this critical capability.”  ATReview works by capturing trace data from simulator exercises and dynamically analyzing those data points against objective standards to provide automatic feedback. This real-time feedback allows trainees to practice anytime and anywhere, supporting their ability to achieve proficiency more quickly. It also provides instructors with objective, granular evidence of a trainee's knowledge, skills, and behavior trends, which allows instructors to target training to the individual student.  “Data analytics tools are crucial – and when those tools are paired with voice recognition technology that really works, trainees can truly practice anytime and anywhere. That will be a game changer,” noted Wolff.  Wolff added that ATReview is based on UFA’s industry-leading voice recognition, which accurately transcribes and analyzes all trainee communications; it can score phraseology, clarity, and concision. The platform can also assess key competencies like Situational Awareness, Conflict Resolution, and Traffic Management by automatically flagging critical events like separation violations or runway incursions for later review and debrief. A time-synchronized playback feature allows trainees and instructors to review the entire session including transcribed voice communications, jumping directly to critical events to understand the context of each action.   The investment in innovation from the US Air Force (USAF) is part of a long-term effort to disrupt the status quo. The USAF began offering the Open Topic SBIR/STTR program in 2018, which expanded the range of innovations the DAF funded. The Air Force Research Laboratory and AFWERX have since partnered to streamline the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) process by accelerating the proposal-to-award timelines, expanding opportunities to small businesses, and eliminating bureaucratic overhead that stalls modernization.    This data-driven approach to training represents a critical modernization effort for the DAF and offers a scalable, objective model to help remediate the wider civil and military controller shortage across the United States.        About UFA Inc.  UFA, Inc. is a global leader in aviation safety and training technologies, including simulation and voice recognition technologies for air traffic control (ATC) and airside driver training. • Air Force Invests in Biometric-Driven Technology for Air Traffic Control Training

ATXR, an extended reality ATC simulator from UFA, will adapt training based on a trainee's biometric data. WOBURN, Mass. -- UFA, Inc., a leading developer of aviation safety and training solutions, has been selected by AFWERX for a Small Business Technology Transfer (STTR) Phase II contract in the amount of $1,799,837 for “Revolutionizing Air Traffic Controller Readiness: Mixed Reality and Biometric-Driven Training for Tactical Air Dominance .”     The UFA project aims to address the most pressing challenges in the Department of the Air Force (DAF): the lengthy training cycles and high number of “washouts” (trainees who do not complete training) that have left both civil and military organizations with a critical lack of air traffic controllers. The UFA “Mixed Reality and Biometric-Driven Training for Tactical Air Dominance” project aims to shorten controller training cycles and reduce washout rates by developing and deploying an adaptive simulation system that personalizes air traffic control (ATC) training in real time.     The technology behind the project is complex, integrating advanced biometric sensors, which offer additional data about a trainee’s performance in a simulator exercise, including eye-tracking and stress levels. These physical data points can then be compiled and analyzed along with other trace data from the exercise. The combined analysis allows an adaptation engine to dynamically adjust the trainee’s scenario parameters to meet a specific trainee’s learning needs, continually challenging each individual trainee to improve his or her skills. In essence, the system acts as an expert human instructor, digitally sensing through pattern recognition when a trainee is overwhelmed or under-challenged and adjusting the simulation in real-time to keep them in the optimal learning zone.    The new project promises to offer a significant step forward in addressing the key challenges in ATC training, where high attrition rates, cognitive overload, stress management, and training inefficiencies hinder effective preparation of controllers. In the United States Air Force (USAF), these challenges exacerbate manning shortfalls and delays the USAF’s ability to prepare for tactical air dominance.     Globally, similar issues persist among trainees overwhelmed by intense workloads, communication barriers, and the need to adapt to advanced technologies amid worldwide staffing shortages across civil and military ATC organizations.  By leveraging real-time biometric data (e.g. eye tracking, EEG, and voice indicators) to personalize scenarios—easing complexity for overloaded trainees or increasing challenges for those under-engaged—UFA's machine learning-driven, adaptive ATC simulator has the potential to reduce burnout, enhance retention, and accelerate proficiency, ultimately creating safer, more efficient air traffic management worldwide.  By integrating this adaptive engine within a high-fidelity mixed reality environment, the system can create scenarios that are not only responsive but also incredibly immersive, better preparing controllers for the high-pressure visual and cognitive demands of a real control tower.    The current award to UFA follows previous investments in crucial technology. The DAF began offering the Open Topic SBIR/STTR program in 2018, which expanded the range of innovations the DAF funded. • New Simulators Preparing Students for High-Demand Air Traffic Careers

POLK COUNTY, Fla., July 14 -- Polk County Public Schools (PCPS) recently unveiled state-of-the-art simulators, which will be used to train students seeking air traffic controller (ATC) careers.   The simulators were installed at the Bartow Executive Airport as part of a new ATC program available through Traviss Technical College, designed to help address a critical staffing shortage of air traffic controllers and improve safety across the national airspace. Polk County is one of the few school systems in the nation that provides this level of ATC training.   The new simulators were developed and installed by UFA, a global provider of simulation and speech recognition technologies.   The technology will allow Polk County students to engage in comprehensive ATC training, with competency-based training tools that ensure students master skills needed to move to the next phase of their training. The system provides safe, cost-effective instruction for students simulating both normal and emergency conditions.   “Our new program is designed to give students an opportunity to enter a career of critical importance and develop the knowledge necessary to become successful air traffic controllers,” said David H. Wiggs, director of Traviss Technical College.   “PCPS is one of the few school systems in the country to have similar training equipment used at the Federal Aviation Administration (FAA),” Wiggs said. “Using this simulator technology, students will better develop their skills and be prepared to help keep air travel safe when they become air traffic controllers.”   The addition of simulator training comes at a crucial time for ATC education, as local, national and international organizations are launching incentives to attract a new generation to the profession.   Within the past weeks, the FAA has announced financial incentives to increase recruitment and retention of air traffic controllers amid a shortage of approximately 3,000 safety-critical workers. Incentives include $5,000 payments to new hires who complete initial qualification training and $10,000 to those who take positions in the 13 most difficult-to-staff facilities in the country. David Wolff, CEO of UFA, said, “We are proud to partner with Polk County in providing state-of-the-art training to the next generation of aviation professionals. Polk County will join an elite group of programs that can prepare students to join the field of aviation at a truly critical time.”   Polk County’s program enhancements are on track to produce new graduates with the skills and knowledge to help address the ATC staffing challenge.     About UFA, Inc. • New Tech Dramatically Reduces Air Traffic Controller Workload, Increases Safety

WOBURN, Mass., May 12, 2025 -- UFA, Inc., a world leader in aviation safety solutions, today announced the launch of ATTranscribe, a revolutionary software product that dramatically reduces licensed controllers’ workloads while increasing safety. Currently, air traffic operators and safety organizations devote significant time to reviewing safety incidents, including transcription of communication between air traffic control and pilots. Because audio from ATC communications is notoriously difficult to understand – dense, fast-paced, and packed with specialized phraseology, yet often masked by cockpit and VHF noise – skilled controllers must expend substantial effort to produce transcripts, taking time away from their core duty of managing live traffic. ATTranscribe, which was purpose-built and trained using machine learning on ATC communications, can support controllers by producing initial transcription, analysis, and reports with fully secure data.  ATTranscribe provides more than 60% reduction in transcription work hours while delivering greater than 90% accuracy across 3000 hours of recorded ATC audio.  "We believe ATTranscribe will completely transform the workflow of incident review," said David Wolff, CEO of UFA. "By translating raw ATC communications into structured, analyzable data, we are saving the time of skilled workers while helping safety teams extract valuable insights faster and more accurately than ever before." Beyond saving controller time, Wolff noted, the new technology can also help controllers to identify trends and warning signs of systemic issues through automated analysis of large historical archives.  With time-synced playback and searchable data, investigators can replay ATC communications alongside transcriptions, filter by keywords, and extract relevant segments for reports. "ATTranscribe has the potential to reshape how we investigate and learn from air traffic communications," said Lawrence Pennett, President of UFA. "By enabling rapid transcription and automated analysis of recorded or live communications, we can accelerate safety improvements across the industry." The new technology can be applied to incident investigation, regulatory compliance, and training debriefs, Pennett added. In addition, the tool exports the finalized transcript into the end-user's required format, saving valuable time for safety investigators and compliance teams. Pennett also noted that the tool can be customized with facility-specific terminology, additional languages, and integrations via standardized APIs. The launch of ATTranscribe represents an important step forward in modernizing Air Traffic Management technology to improve the safety of flying and alleviate the critical shortage of skilled air traffic controllers.   About UFA, Inc.
